City-to-City Exchange – Exploring and Learning from Youth Centres and Youth Policies in Milan, Braga and Barcelona

The City-to-City Exchange – Exploring and Learning from Youth Centres and Youth Policies in Milan, Braga and Barcelona project is a European cooperation initiative that promotes mutual learning between cities, focusing on the development of innovative, inclusive, and participatory youth policies.

Throughout its implementation period, from July 2025 to February 2026, the cities of Milan (beneficiary city), Braga and Barcelona (partner cities) take part in a structured process of exchange, reflection, and sharing of practices related to the role of youth centres, shared governance, and the activation of public spaces oriented towards young people.

The main objectives of the City-to-City Exchange are to:

  • Promote the exchange of experiences and good practices among European cities in the field of youth policies;

  • Analyse management and governance models of youth centres co-designed with young people and civil society organisations;

  • Strengthen cooperation between local authorities, youth workers, policymakers, and youth collectives;

  • Contribute to the development of more sustainable, inclusive public policies aligned with the real needs of young people.

The project includes study visits to the participating cities, enabling direct contact with reference spaces in the fields of youth, culture, and social innovation.

The first study visit took place in Milan, where partners had the opportunity to learn about initiatives such as:

  • Open Casello, a new youth hub promoting inclusion, creativity, and active citizenship;

  • BASE Milano, a cultural and social innovation centre located in a former industrial complex;

  • Baroni85, a neighbourhood-based space dedicated to adolescents, with a strong community and outreach component;

  • East River, a cultural space created by an independent youth collective;

  • NAMA, a cultural centre managed by youth associations in one of the city’s most multicultural neighbourhoods.

These visits are complemented by reflection sessions and workshops focused on identifying transferable practices, shared challenges, and priorities for future youth policies.
